In addition to helping existing charter schools with their
backoffice services needs, we also help new charters in the Charter
Development and Implementation stages:
All new charter petitions require a financial projection section that includes
a budget, cash flows, startup costs, assumptions, and related data. In
the current fiscal crisis, charter authorizers will look first and foremost
at your budget projections, and it is critical that they be done correctly,
in line with the most recent state funding information, and aligned with
the goals and commitments you are making in your charter
narrative.
We always advise that new charter developers retain experienced
legal counsel familiar with charter petition drafting, as
well as the assistance of one or more charter advocacy bodies (CCSA,
CSDC) to help you with the overall petition structure and ensuring
all required elements are provided. However,
our experience in the areas of finance and administration
gives us valuable insight into the drafting of these specific
areas of your petition – as
with budget development, this service is at an hourly rate.
In some cases, we can provide both of the above services as well as attend
all petition meetings and additional duties at no hourly charge, in exchange
for a backoffice services contract commitment up front. Our contracts are
structured so that if the charter petition is not approved, no fee is due
to DMS for the work provided – the contract does include an additional
charge for the development services, that would be paid when the charter is fully
operational and receiving funding. In general, this arrangement is only
offered in circumstances where the chances of approval are high, but we
do make exceptions in unique circumstances.
